Lugia is a very interesting creature, he is unlike most legendaries, for he is not solely based off anything specific. Take Ho-oh for example, the name and personality based off the Phoenix. Then look at Kyogre, a Killer Whale, obviously.

 

And then there's Lugia.. just what is Lugia? Many people often argue 'Dragon! No Bird! No Whale!' The absolute truth is this:

Lugia is whatever you're imagination makes him.

Why do I say this you ask? Well I actually emailed the kind people at Nintendo for answers about Lugia, what he really is. Here is what I received as a response.

"I'm afraid there isn't an answer to your question about Lugia. Having said that, there are details about Pokemon games that will remain mysteries, left to the active imagination of the player."

Ok, ok so I know they give this answer for everything but it's good enough I guess! So the truth is Lugia is whatever you want him to be! Unsatisfied? Well to be honest, I had this idea lately that Lugia is the Loch Ness monster and I like it. I'm going to stick with that as my opinion on what Lugia is, although it doesn't fully explain what type of creature he is, so to keep it brief I'll just say I think Lugia is a mixture of bird, cetacean and reptile (the fins on the back and tail look like those of a Stegosaurus). It also reminds me of how a Platypus doesn't seem fit into any particular animal classification. Nowhere do I see a dragon in Lugia! Going by the standards, dragons have six limbs, claws, snouts etc.

Now you may agree or disagree, but remember that no one is right or wrong, Lugia is whatever your mind creates! If you'd like to discuss this topic, the forums are always open!

I think that Lugia is a mixture of a dragon and a bird. Dragons sometimes do have only four limbs (when their arms and wings are combined). Lugia does look somewhat like a bird, though. It doesn't exactly have a beak like a bird's, but most dragons do not have a beak. Also, most dragons do not have feathers (but some dinosaus did) and Lugia has, uh...feathers? Lugia does have feathers, but they can not be seen unless they fall off of its body. So Lugia is some kind of dragon-bird in my point of view.
