- Silver: Obtain the Silver Wing after saving Radio Tower, visit Whirl Islands and you should encounter Lugia at Lv40.
- Gold: Beat the Elite Four and go to Kanto, head to Pewter City and speak to a man in a house, he will give you the Silver Wing. Visit Whirl Islands and you should encounter Lugia at Lv70.
- Crystal: Beat the Elite Four and go to Kanto, head to Pewter City and speak to a man in a house, he will give you the Silver Wing. Visit Whirl Islands and you should encounter Lugia at Lv60.
- Fire Red: You had to have gotten a Mystic Ticket from a special Pokémon event held in the past.
- Leaf Green: You had to have gotten a Mystic Ticket from a special Pokémon event held in the past.
