How to Catch Lugia

  • Silver: Obtain the Silver Wing after saving Radio Tower, visit Whirl Islands and you should encounter Lugia at Lv40.
  • Gold: Beat the Elite Four and go to Kanto, head to Pewter City and speak to a man in a house, he will give you the Silver Wing. Visit Whirl Islands and you should encounter Lugia at Lv70.
  • Crystal: Beat the Elite Four and go to Kanto, head to Pewter City and speak to a man in a house, he will give you the Silver Wing. Visit Whirl Islands and you should encounter Lugia at Lv60.
  • Fire Red: You had to have gotten a Mystic Ticket from a special Pokémon event held in the past.
  • Leaf Green: You had to have gotten a Mystic Ticket from a special Pokémon event held in the past.
  • Emerald: You had to have gotten a Mystic Ticket from a special Pokémon event held in the past.
  • Pokémon XD: Gale of Darkness: Catch Shadow Lugia and purify it.
  • Soul Silver: Obtain the Silver Wing after saving Radio Tower, beat all eight gyms, obtain the clear bell and visit Whirl Islands, you should encounter Lugia at Lv40.
